    Hi, 

    I would say its a combination of all three. You can't generally prioritize one over the other, as it depends on the specific role and situation.

    Some positions might requires strong technical skill for examples in areas such as RAN or IP while other positions have a stronger emphasis on the cultural fit or mindset to work in a specific market or team environment such as in Japan.

    Generally, I would say that Nokia looks for candidates who have the relevant skills and experience, but also the right mindset and attitude, such as a willingness to learn, adapt, and collaborate with others.

    That's why its difficult to narrow it down to just one element.
