Hi there, it depends on the country and their regional trainee guidelines and program parameters. In North America, students are required to be enrolled in some form of educational institution to be considered a trainee. Having said that if you are not enrolled in a program, it doesn't mean you can't apply to other positions or even some of our entry level jobs.
