Following the management path, is not the only way to level up in your career. You can also choose to grow throughout the technical path. For example, I preferred to change from Software Specification Engineer to Local Product Owner, but if I had followed the technical path, I would have considered the Software Architect position. Finally, some roles also give you the chance to grow in the same position, either by doing more work or taking on more responsibility.
