Hi Naseem,
Yes, there is such a concept, but generally, it's not just one person. Usually, there are several layers, split by department/area/type of work and organized in groups/boards of people to ensure decisions that are made are of the highest quality and provide the most value to Nokia.
For instance, in IT alone we have tens or even hundreds of projects running at the same time - managing all resources across those projects would be impossible for one person. Instead, there are separate bodies that track the budget, make decisions about which project to undertake, follow the progress and so on. All of those groups of people consist, in a way, of Resource Managers.
