I would say that the main responsibilities are: RTL coding according to the specifications, designing your own implementation aiming optimizations when possible, and documentation of the design in a clear manner. Also, it is important to work together with architecture, verification, modeling, and software teams regarding the design details, operation principles, and limitations.
